Strategic development 2015-2020

The Greater Casablanca Metropolitan Area has launched its vast and ambitious strategic development program for 2015-2020, which aims to improve the quality of life conditions for the inhabitants, enhance mobility at the regional level, promote the economic attractiveness and improve the business climate, to make it a pole of influence at the national, continental and international respective levels.

This plan emanates from the enlightened vision of His Majesty King Mohammed VI may God assists him, who delivered a speech during the first session of the 3rd legislative year of the 9th legislature, dated October 11th, 2013, of which here is an excerpt:

«In reality, the transformation of Casablanca into an international financial hub requires first and foremost infrastructure and basic services meeting global standards. It also requires the consolidation of rules of good governance, the establishment of an appropriate legal framework, the training of highly qualified human resources and the adoption of modern management techniques and methods. ... But why this city, which is among the richest in Morocco, does not know concretely the growth that aspire Casablanca inhabitants, like many other cities? Is it reasonable that it remains at this point as a space of great contradictions, until it becomes one of the weakest models of territorial management? Casablanca is the city of the most tremendous social disparities, where the rich categories and the poor classes rub shoulders. It is the city of skyscrapers and shantytowns. It is the center of finance and business, but also misery, unemployment and other evils, not to mention waste and garbage that tarnish the whiteness and soil the reputation.»

This global and integrated strategic vision is divided into 4 strategic poles namely:

  • The living conditions pole: Aiming to reconcile the city with its inhabitants;
  • The platform pole: aiming at optimizing the mobility of inhabitants and visitors in terms of time, cost and quality;
  • The economic excellence pole aimed at maintaining Casablanca's leadership as Morocco's economic powerhouse;
  • The animation pole aimed at developing a differentiated entertainment offer.

This vision is based on 4 indispensable levers of development

  • Lever of good governance and the appropriate framework based on the precise distribution of the missions of each entity;
  • Lever of innovative financing that is adapted to the challenges, by setting up institutional arrangements adapted to the implementation of major projects;
  • Lever of modern and efficient management that puts citizens and businesses at the heart of redesigning administrative processes;
  • Lever of effective territorial marketing through the conception of an identity and a differentiating positioning of the Casablanca metropolis.
